This insert is built to hold sleeved cards. It contains 3 smaller trays to hold the bits and allow you to remove them for easy set-up and tear-down. This, newer, version is designed so that finger holes to access cards are placed on the outside of the tray rather than between card stacks. This makes removing cards much easier.
